Apple has just made available to download iOS 13.2.3 and iPadOS 13.2.3 IPSW links and OTA Update for compatible iPhone, iPad and iPod touch devices. Here are the details.

The release comes only couple of weeks after iOS 13.2.2 was made available to public and carries the usual bug fixes and improvements that have plague iOS 13 since its launch in late September 2019.

According to the official changelog, here’s what is exactly new and changed in this release of iOS 13.2.3 and iPadOS 13.2.3 available now for iPhone, iPod touch (iOS) and iPad (iPadOS) devices respectively.

-Fixes an issue where system search and search within Mail, Files and Notes might not work
-Addresses an issue where photos, links and other attachments might not display in the Messages details view
-Fixes an issue that could prevent apps from downloading content in the background
-Resolves issues that may prevent Mail from fetching new messages, and fail to include and quote original messages content in Exchange accounts

To download, simply head over to Settings > General > Software Update section of the device itself and grab the OTA Update from there. Alternatively, you can also use iTunes (Windows or Mac) / Finder (macOS Catalina) to restore or update your device using IPSW files, links for which can be found below.
