Just like PwnageTool 4.0 / 4.01 for Macs, you can now create custom pwned / jailbroken ipsw files on Windows too which can now jailbreak all iOS devices (except iPhone 4) on iOS 4, including iPhone 3GS (new bootrom), iPod touch 2G (MC models) and iPod touch 3G. But there is a catch to it! You will need to have their SHSH blobs saved for iOS 3.1.2 in order to successfully jailbreak these devices on iOS 4. Also the jailbreak for iPhone 3GS (new bootrom), iPod touch 2G (MC models) and iPod touch 3G on iOS 4 will be tethered, which means whenever you turn off your phone, you will need to re-connect it to a computer to be able to turn it back on.

Internet Tethering is a process which allows you to use your iPhone as a wireless modem to share its Internet connection with a computer via USB cable or Bluetooth interface. The iOS for iPhone has this functionality (wired-only) built into the operating system but it is only enabled on selected carriers. You will need a iPhone 3GS (with new bootrom) on iOS 4, which has SHSH blobs saved for iPhone 3.1.2. Some other important notes about the jailbreak are as follows.

But as I mentioned earlier, there is a little catch to it. 1) it is a tethered jailbreak (whenever you turn off your phone, you will need to re-connect it to a computer to be able to turn it back on) and 2) it will only work for those devices which have their SHSH blobs (ECID SHSH) files for 3.1.2 (NOT 3.1.3) saved on Cydia.
When iOS 4 jailbreak first came out, it was only compatible with iPhone 3GS (old bootrom), iPhone 3G and iPod touch 2G (non-MC models). Things were even more trickier for iPhone 3GS. These 3GS devices were not only required to have old bootrom, but they were also required to have previously been pwned or jailbroken on anything (like blackra1n) other than Spirit.
The new Game Center which was available for testing purposes on pre-release GM version of iOS 4 was removed from the final public build which was released on June 21st. This was because Game Center was not ready for primetime use and so Apple rightly removed it from the final build. If you saved the Game Center files from iOS 4 GM build, you now can get it installed again on your jailbroken iOS 4 device.
