George Hotz (aka geohot) has confirmed via his twitter account today that his blackra1n and blacksn0w tools are currently not compatible with the latest iPhone 3.1.3 firmware. This new firmware brings 05.12.01 baseband for iPhone 3GS and iPhone 3G which restricts jailbreaking and unlocking on newer devices.

Google today has released a significant update for their flagship Android phone - Nexus One almost right after when Apple pushed firmware 3.1.3 for iPhone users.
