Anyone with an iPad Mini Retina Cellular that can't be jb, try:

1. restore and set a passcode.

2. when evasi0n7 asks to unlock, wait 30 seconds, then unlock.

Also, try that without a SIM, and please report if you had success. Thanks.

There’s a chance that the above steps might not work for everyone, and your device might go into a boot loop again, if that’s the case then try all the steps again on a Windows 7 PC. Using Windows version of Evasi0n has done the trick for some. The most important step is to wait for at least 30 seconds when prompted to unlock your device, so be sure to take note of this before you even begin. If nothing works, just wait for an update to Evasi0n tool to fix the problem.
