You can now download iOS 18.5 beta 4 and iPadOS 18.5 beta 4 for iPhone and iPad as Apple has today released it for developers registered on Apple Developer Program portal.
iOS 18.5 and iPadOS 18.5 introduce relatively minor updates, introducing just a few new design changes. Users now have more options to revert the Mail app to its prior design, including the ability to remove contact photos. Additionally, AppleCare information is easier to find. The update likely includes bug fixes and performance improvements that are less noticeable.

To download them as an OTA update, head over to Settings > General > Software Update section of the device and grab the OTA update from there. Alternatively, you can download it as an IPSW file by heading over to developer.apple.com and grabbing the IPSW file tailored for your specific device, and then installing it using iTunes on Windows or Finder on Mac.
Alongside beta 4 of iOS 18.5 and iPadOS 18.5, Apple has also seeded beta 4 of visionOS 2.5, tvOS 18.5, watchOS 11.5 and macOS 15.5.
At this point, it seems like Apple is saving major new features and updates for iOS 19 which will be unveiled in June at WWDC before public release in September of this year.
