That is the Windows 95 start sound. You obviously don’t have Windows 95 if that isn’t the startup sound.

Ah thank goodness I'm not the only one that feels this way. I just down loaded the win 95 start up and put it on my win 7. Funny how a sound like this brings back so many nerdy memories

that is not the nt 4 bootscreen, nt 4 does not have a bootscreen. that is a login screen background.
