The only requirement to a multi-touch device is a capacitive screen. The first Android device (the g1) had a capacitive touch screen. Multi-touch is possible on a G1 running Android 1.0, as well as 1.5.

This link shows how:

It is a common misconception that the G1 was not a capacitive touch screen, but instead a resistive (which does not support multi-touch), this is false.
