If that tweak didn’t work for you, you can give “MiddleWhat” a try which is now available for free for jailbroken iPhones. The official description of the app is as follows:
For iPhone 4 only.
This package enables FaceTime if (and only if) it is disabled solely due to region restrictions. This will NOT enable FaceTime for any other reason. it is only usable on iPhone 4. It does NOT have any visible output, icons, or configurable options. It can be cleanly uninstalled.
