Apple has just seeded iOS 4.3 Beta 3 to developers. And as always, this build is meant for developers only. Only members enrolled in the iPhone Developer Standard or Enterprise Program can access these bits of by signing into Apple Developer Connection.
First Beta was released last month on January 12th, followed by second Beta on January 19th.
